"After the Constitutional Convention finished drafting the new Constitution in the summer of 1787, the document went to each of the states for ratification. Below, John Marshall -- the future, and perhaps greatest, chief justice of the Supreme Court -- addresses the ratifying convention of his home state of Virginia, explaining why he believes the Constitution's plan for the judiciary will be an improvement on that created under the Articles of Confederation. "
