"In the following excerpt from a letter dated July 23, 1946, Wallace urged Truman to build “mutual trust and confidence” in order to achieve “an enduring international order.” Truman asked Wallace to resign. In March 1947, Truman asked Congress for money “to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.” Thus articulated, the “Truman Doctrine” of containment served as the rationale for future American Cold War foreign policy initiatives."
