 A legislative history is compiled by accessing the documents created by Congress when creating a bill and enacting it into law.

 

These can include:

 

  • Bills and amendments
  • Committee Prints (research studies, background information, etc.)
  • Committee Reports (official communications)
  • Congressional Hearings (testimony and documentary evidence)
  • Debates on the Congressional floor
  • Presidential Documents (messages from the President to Congress)



It can be helpful to have some basic information such as:

  • The Public Law number
  • The Popular Name of the law
  • The year the law was passed
